The Serious Accident Investigation (SAI) and Board of Review (BOR) findings of the Boulder Basin closed circuit rebreather diving incident of November 4, 2012, identified actions that are necessary to strengthen the controls and oversight of the scientific diving exemption. Because of this, an immediate Stand-Down of the scientific diving exemption by National Park Service (NPS) divers is ordered to provide time to implement these measures in policy.
The Stand-Down will remain in effect until the NPS Reference Manual 4 – Diving Management has been updated. Initial review of policy changes has been completed by the National Dive Control Board and an external agency peer review. Work is ongoing to reflect recommendations from the SAI, BOR, and these reviews as well as the appropriate due diligence requirements of any policy revision.
When the updated RM-4 has been signed, and all divers have been trained on the requirements of updated policy, the Associate Director, Visitor and Resource Protection, has the authority to lift the Stand-Down.
