Over time the shape and size of the arches change, and the forces that created an arch finally destroy it, leaving goblin-like columns. In this case a layer of more resistant rock caps the formation. Earthquakes can cause balanced rocks to topple, so the existence of balanced rocks suggest tectonic stability.
